Sovereign Standards: New Legislation and Global Human Rights Leadership
The Legislative Docket: Strengthening the Emuþian Core
As the first wave of legislation moves toward the Upper House, two new pivotal acts have been introduced to the Lower House. These measures focus on professionalizing our international presence and ensuring the well-being of our parliamentary officials.
1. The Second Foreign Policy and Diplomacy Act
This is a full-scale modernization of our diplomatic protocols introduced by Governor Garland of North Glutopia, who is also the Royal Minister in charge of the Ministry of Foreign Affairs and the Director of the Offices of Organized Crime Control. By repealing the 2025 act, Emuþia now seeks to implement a Three-Tier Recognition System and a mandatory Reciprocity Clause.
- The Goal: To ensure Emuþia only engages with serious sovereign projects and to legally bar “simulationist” or “roleplay” entities that hurt micronationalist identity from our diplomatic channels.
- The Protection: It explicitly safeguards our officials and journalists from foreign censorship or “silencing” attempts.
2. The Inactivity Act of 2026
Introduced by Duke Amethy3t of Gloobletop, this act recognizes the human element of governance. It establishes a formal, constitutional process for members of Parliament to request temporary inactivity for personal reasons—such as academic obligations or health—without forfeiting their office.
Global Standing: A Tier 1 Protector of Rights
Emuþia’s commitment to bodily autonomy and identity protection is no longer just a matter of internal law; it is now a matter of international record.
We are proud to announce our exceptionally high standing on the Statistic-Dime LGBT Rights Index. This index is the gold standard for measuring the safety and legal equality of LGBTQIA+ citizens within the micronational community.

Our position on this index reflects:
- The “Sanctuary Status” of North Glutopia.
- Our adherence to the principles of the Joan Convention.
- The constitutional guarantees provided to all Emuþian citizens regardless of their physical location.
“We do not protect rights because it is popular; we protect them because it is a sovereign necessity. Our standing on the 2026 Curnon-Statistic Dime index is a testament to the fact that Emuþia is a safe harbor in a turbulent global landscape.” — The Ministry of Foreign Affairs
Upcoming Parliamentary Votes
The Lower House is currently deliberating on these measures. We will provide the full voting tallies in the coming days.
