II. GUBERNATORIAL DIRECTIVE: NORTH GLUTOPIA

Upon taking the oath of office, Governor Stanley Garland has exercised his regional executive authority to issue the first major administrative code of the new term.

Executive Order No. 1: The North Glutopian Gubernatorial Omnibus Order

Effective immediately, North Glutopia is designated a Sovereign Administrative Sanctuary. This Order codifies:

• The Green Frontier: Full legal protection for cannabis assets based on the HAAR Scale and scientific evidence.
• Technical Sovereignty: Mandatory adoption of CERN Open Hardware protocols.
• Universal Non-Cooperation: A total prohibition on regional resources assisting external agencies in the enforcement of laws that contradict this regional code.

III. LEGISLATIVE SESSION: PARLIAMENTARY BILLS

Two landmark pieces of legislation have been introduced to the Lower House of the Second Parliament by the Governor of North Glutopia and are being debated on as I write.

1. The Digital Residency Act of 2026

This Act acknowledges the digital reality of our citizenry. It establishes E-Residency, allowing citizens living abroad to formally affiliate with an Emuþian region (such as North Glutopia). This affiliation allows them to adopt and be protected by that region’s specific laws and administrative codes regardless of their physical location.

2. The Executive Succession Act of 2026

To ensure the stability of the National Cabinet, this bill empowers any active Prime Minister to appoint a Deputy or Assistant Prime Minister. These officers are authorized to act in times of PM incapacity or to provide senior-level assistance in inter-ministerial coordination, maintaining a “Unified Front” for the Kingdom.
